• Restricts automated enforcement to school zones, road/highway construction zones, and residential neighborhoods, requiring 30 days' public notice and awareness campaign before implementation.

• Vests jurisdiction in Montgomery Municipal Court with appeals to Montgomery County Circuit Court for trial de novo; establishes procedures for contesting liability, with vehicle owners presumptively liable unless proven otherwise.

• Permits vehicle owners held liable to sue the actual operator for reimbursement of civil fines plus damages and attorney fees, and amends Act 2009-740 (red light safety enforcement) with identical notice and hearing procedures.
