Board members serve three-year staggered terms and elect a chair; city council fills any vacancies on the board.

Board duties include handling day-to-day theater operations, entering contracts, scheduling events, and preparing annual budgets for city council review by September 1 each year.

Board must seek city council approval for any expenditures exceeding the budget, capital improvements over $7,500, and all grant requests and applications.

City council must include a line-item in its budget for theater funding, insurance costs, and facility utilities; ratifies any prior expenditures made before the act's effective date.
