• Authorizes parents named on a fetal death report to request a Certificate of Birth Resulting in Stillbirth from the State Registrar, effective January 1, 2012, for reports filed on or after January 1, 2007.

• Requires the certificate to be issued within 60 days of request and include the date of stillbirth, county of occurrence, child's name, file number of the fetal death report, and a statement that the certificate is not proof of live birth.

• Mandates that the person filing the fetal death report must notify parents of their right to request the certificate, how to obtain it, and inform them that requesting it is optional.

• Allows parents to add a name to the certificate upon request if no name was provided when the original fetal death report was filed.

• Sets the fee for the Certificate of Birth Resulting in Stillbirth at the same rate as certified copies of other vital records, and authorizes the State Board of Health to adopt implementing rules.
