Creates the Montgomery County Sheriff Service of Process Serving Fund to support law enforcement and process serving operations in Montgomery County.

Authorizes the Montgomery County Sheriff to contract with private, public, or governmental entities for service of process, except for arrest warrants.

Imposes an additional $20 fee per document for service or attempted service in both criminal and civil divisions of Montgomery County district and circuit courts.

Splits collected fees equally, with 50 percent deposited into the sheriff's fund and 50 percent deposited into the county general fund, with exemptions for district attorneys, law enforcement, and grand juries.

Allows the sheriff discretionary use of fund monies for law enforcement purposes, with funds not reverting to the county general fund at fiscal year end; effective the first day of the third month following passage and approval.
