Amends Sections 11-43-2 and 11-43-81 of the Alabama Code to establish procedures when a municipality's population increases to 12,000 or more residents based on federal census data.

Requires municipalities experiencing population growth to over 12,000 to hold a public hearing within 180 days of census release, followed by a referendum if 10 percent or more of qualified electors petition within 60 days.

Municipal election to determine voter sentiment on the change in government form must be held within 90 days of petition filing, with the change taking effect only if a majority votes in favor.

Clarifies mayor's powers to appoint officers whose appointment is not otherwise provided by state law and removes officers for good cause, with procedures for council review of removal decisions.

Excludes Class 1, 3, 4, and 5 municipalities from the provisions of this act; becomes effective on the first day of the third month following passage and approval.
