• Requires all persons who sell, serve, furnish, dispense, or provide alcoholic beverages at on-premises retail licensed locations to obtain a server registration identification card from the Alcoholic Beverage Control (ABC) Board.

• Establishes a four-year validity period for server identification cards with a $35 initial fee and renewal fee, plus additional fees for duplicates ($20), reinstatement ($100), and suspension/revocation reinstatement ($275).

• Creates the ABC Board Law Enforcement Licensing Fund to collect and disburse fees, with funds split between the Licensing Fund, General Fund, and Peace Officers Annuity and Benefit Fund according to specified percentages for each fee type.
