Establishes a solicitor's fee in all civil cases in circuit and district courts in Washington County equal to the docket fee or court cost assessed for the Fair Trial Tax Fund.

Distributes collected fees monthly with $3 from each case deposited into the Circuit Clerk's Fund for office operations and the remainder going to the solicitor's fund or district attorney's fund.

Authorizes the district attorney to expend solicitor's fees for payment of expenses incurred and any legitimate law enforcement purpose.

Becomes effective on the first day of the third month following passage and gubernatorial approval.
