Increases the pistol permit fee in Clay County from $12 to $20, which the sheriff collects when issuing permits to carry a pistol in a vehicle or concealed on the person.

Requires all fees collected to be deposited into the Sheriff's Law Enforcement Fund held in a Clay County bank selected by the sheriff.

Authorizes the Sheriff of Clay County to use the fund exclusively for law enforcement purposes in the public's interest and for discharging sheriff's office duties at the sheriff's discretion.

Specifies that the Sheriff's Law Enforcement Fund does not replace or diminish any other reimbursements or income sources for the sheriff or sheriff's office operations.

Makes the provisions retroactive to January 19, 1987, and validates all prior sheriff actions in accordance with these provisions; becomes effective on the first day of the third month following passage and gubernatorial approval.
