Applies only to Elmore County and establishes an additional court cost of $30 in all civil and criminal cases, including traffic cases, in district, circuit, and juvenile courts.

Exempts protection from abuse cases under Chapter 5, Title 30 of the Alabama Code and small claims cases from the additional $30 court cost.

Directs one half of collected costs to the Elmore County Circuit Clerks Fund for its existing purposes and one half to the county general fund for appropriation by the Elmore County Commission to fund Elmore County Judicial Complex operations.

Allows circuit or district judges to waive or remit the assessed court costs upon a sworn and valid showing of substantial financial hardship.

Becomes effective on the first day of the third month following passage and approval by the Governor, with legislative intent that these costs supplement rather than replace existing funding sources for the circuit clerk's office and judicial complex.
