Repeals and reenacts Section 17-14-70 of the Code of Alabama 1975 to redivide Alabama's seven congressional districts based on the 2010 federal census.

Divides the state into seven congressional districts with detailed boundary descriptions using census tracts, block groups, and individual blocks across all Alabama counties.

Establishes that official maps retained in the Secretary of State's office shall prevail over any conflicting boundary descriptions provided by census tract and block listings.

Contains lists of census tracts, blocks, and counties generated by computer software based on maps drawn by the Legislature.

Becomes effective immediately upon passage and approval by the Governor, or upon otherwise becoming law.
