• Amends the distribution formula for Etowah County sales and use tax proceeds to allow up to 35 percent of funds designated for construction, maintenance, equipment, and supplies to be used for paying salaries of certified school and college personnel during financial hardship.

• Authorizes this salary payment flexibility due to the school systems and Gadsden State Community College declaring proration during the three previous fiscal years.

• Maintains existing distributions including $60,000 to Smeltzer Education Training Center, $50,000 to Mental Retardation 310 Center, and allocations to rescue squads and other county services.

• Preserves the pro rata distribution of remaining construction funds (85 percent to three school systems based on average daily attendance, 15 percent to Gadsden State Community College).

• Takes effect immediately upon passage and approval by the Governor.
