• Authorizes Tuscaloosa County Commission to call an election within 30 days to allow voters outside Tuscaloosa and Northport city limits to determine whether alcoholic beverages can be sold on Sundays.

• Permits Sunday sales between 12:00 P.M. noon and 9:30 P.M., with extended hours after 12:00 P.M. noon on New Year's Eve (December 31), if approved by majority vote.

• Election to be held as a special election or subsequent county election following standard county election procedures, with costs paid from county general fund and notice required at least three weeks before the election date.

• Limits voting to qualified voters residing outside Tuscaloosa and Northport city limits and applies only to licensees of the Alcoholic Beverage Control Board serving the general public.

• Does not affect the Cities of Tuscaloosa or Northport's independent rights and policies regarding alcoholic beverage sales within their respective city limits, and does not repeal existing county powers under state law.
