Applies only to Montgomery County and authorizes the judge of probate to install, enhance, and maintain an improved system for recording, archiving, and retrieving real property, personal property, and other documents.

Imposes a special recording and filing fee of $5 on each real property instrument, personal property instrument, Uniform Commercial Code document, and other documents filed in the probate office, effective immediately upon the act becoming applicable.

All special recording fees collected shall be deposited into a "Judge of Probate Fund" and used at the judge's discretion for the improved recording system, equipment, maintenance, and services to improve the probate office.

Judge of probate must report annually to the Montgomery County Legislative Delegation on fund usage and may not use fees for any political purposes; fees are audited by the Examiners of Public Accounts with expenditure records open to the public.

Repeals Act 591 of the 1965 Regular Session and transfers any existing funds held under that act to the new Judge of Probate Fund; becomes effective on the first day of the third month following passage and approval by the Governor.
