Amends Section 3 of Act 95-783 (1995) to redirect tax proceeds from the Greater Birmingham Convention and Visitors Bureau to the Jefferson County general fund.

Allows tax proceeds to be used for county public purposes as determined by the county governing body, with exceptions for amounts pledged for debt repayment or contractual obligations.

Removes prior restrictions that limited collected funds exclusively to promotion activities (advertising, publicity, merchandising) by the Convention and Visitors Bureau.

Maintains prohibition on using funds for permanent staff salaries, building maintenance, or capital improvements of other entities or authorities.

Becomes effective on the first day of the third month following passage and approval by the Governor.
