• Amends Section 11 of Act 405 of the 1967 Regular Session to redirect privilege and license tax proceeds from the sale of personal property to Jefferson County's general fund instead of dividing proceeds into two equal shares.

• Requires the Commissioner of Licenses to distribute total tax proceeds (including interest and penalties) to the county general fund monthly, which may be expended for county public purposes as determined by the governing body.

• Preserves all existing pledges of tax revenues to the Birmingham-Jefferson County Civic Center Authority for outstanding and unpaid bonds, warrants, and other securities.

• Mandates the county appropriate and allocate not less than $52,000,000 annually for indigent care of county residents, reduced by any new federal funds received for indigent care purposes.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
