Authorizes sheriffs serving judicial circuits divided into two divisions to employ additional staff in the main division: a chief technology officer, deputy chief technology officer and support services officer, deputy chief enforcement officer, and pistol permit investigator.

Authorizes sheriffs to employ additional staff in separate or satellite offices: a confidential secretary, deputy chief enforcement officer, and executive assistant.

Requires the chief technology officer's salary to be set at an amount not less than the salary of a chief deputy in the sheriff's office.

Mandates that all new employee appointments reflect the race, gender, and geographic area of both divisions of the sheriff's office.

Provides that all new employees receive the same benefits and retirement system participation as other sheriff's office employees, with salaries paid from the sheriff's operating budget.
