Applies only to Jefferson County and prohibits diversion of county tax proceeds currently pledged or used for indigent health care to other purposes without voter approval.

Requires a majority vote of qualified county voters to approve any diversion of tax proceeds from indigent health care to alternative uses.

Election must be held within 30-45 days of the diversion petition filing, at the same time as a primary, general, or countywide election, with results tabulated and certified per standard county election procedures.

Judge of probate must provide notice of the election by publishing in a county newspaper at least three weeks before the election date and posting notice at the courthouse.

Election costs, including publication notice expenses, shall be paid from the county general fund, and the act becomes effective immediately upon passage and gubernatorial approval.
