Creates the Birmingham Business Council to evaluate, research, and recruit businesses for the City of Birmingham.

Council consists of 9 members: two House representatives from districts within Birmingham, two Senate representatives from districts within Birmingham, one resident appointed by the Mayor, one city council member, the Mayor or designee, and two members appointed by the Birmingham Business Alliance (with one from the African-American Chamber).

Legislative members and Mayor serve terms coterminous with their offices; nonlegislative members serve six-year terms, with the council holding its first organizational meeting 30 days after the act's effective date.

Council may appoint a research director and other staff, receives funding from city council appropriations and other sources, and council members receive no compensation but may be reimbursed for travel and per diem expenses at the same rate as city council members.

Council must report findings and recommendations to the Mayor, City Council, and Jefferson County Legislative Delegation by the 10th legislative day of each regular Alabama Legislature session beginning in 2012.
