Prohibits Jefferson County Commission from applying sewer rate or charge increases to households whose annual income falls below the Federal Poverty Level as defined in the Community Services Block Grant Act, 42 U.S.C. §9902(2).

Prohibits sewer rate increases from applying to households with annual income less than $60,000.

Prohibits sewer rate increases from applying to households whose income is less than 300 percent of the federal poverty guidelines.

Authorizes Jefferson County Commission to adopt rules by resolution or ordinance to implement the exemption requirements.

Becomes effective on the first day of the third month following passage and Governor approval or otherwise becoming law.
