Imposes a $10 fee on all boat registration certificates in Alabama under Chapter 5 of Title 33 of the Code of Alabama 1975.

Directs collected fees to Victims of Crime and Leniency (VOCAL) to establish and operate the Quenette Shehane Crime Victims Program.

Program provides services to violent crime victims and their families including crisis intervention, counseling, crime scene cleanup, criminal justice support, funeral assistance, and compensation filing help.

Requires VOCAL Board to employ a project director and licensed professional counselor, conduct annual evaluations and audits, and submit financial reports to legislative leadership at least 30 days before each fiscal year end.

Mandates monthly fund transfers to VOCAL on the tenth day of each month and requires detailed record-keeping of all expenditures for at least five years.
