Amends Section 17-8-1 of the Alabama Code to authorize appointment of alternate election officials through local law when primary officials are unable to perform duties.

Requires first priority for alternate appointment to be given to registered voters in the precinct where a vacancy exists.

Limits the number of alternates counties may appoint and pay based on population: up to 4 in counties with less than 100,000 inhabitants, up to 12 in counties with 100,000-250,000 inhabitants, and up to 24 in counties with more than 250,000 inhabitants.

Requires local laws governing alternate appointments to limit the number of alternates serving and prohibit payment for alternates exceeding the authorized number.

Designates appointment and payment of alternates as election expenses eligible for reimbursement by the state Comptroller.
