HB 94 Summary

• Creates the Alabama Permanent Committee on School District Consolidation to study current school district organization and develop a comprehensive consolidation plan for public K-12 schools statewide.

• Committee comprises 11 members including appointees from legislative leadership (President/Speaker and Pro Tempores), education committee chairs, financial committee chairs, the Governor, State Superintendent of Education, and State Finance Director.

• Committee shall evaluate consolidation methods to reduce administrative costs, maximize efficiency, and specifically address consolidating all public schools in each county into a single district.

• Committee must submit initial written report by the tenth legislative day of the 2012 Regular Session and annually thereafter, considering factors including geography, student population, fiscal impact, student performance, administrative consolidation, and governance.

• Annual expenses and compensation limited to $10,000 per fiscal year, with legislative members receiving regular compensation and per diem while nonlegislative subcommittee members receive state employee mileage and per diem rates.
