Urges all state and local agencies to utilize transparency in contracting for repairs and restoration of damage caused by the April 27, 2011, tornadoes, regardless of whether contracts are subject to competitive bidding laws.

Requires transparency measures to include publicizing contract execution dates, contract award recipients, whether contractors are resident individuals or entities, and whether contractors are minority-owned or woman-owned business entities.

Requests State Superintendent of Education Joseph B. Morton to coordinate transparency of school and educational facility repair contracts and submit quarterly reports to the Legislature beginning June 1, 2011.

Requests State Director of Finance David Perry to coordinate transparency of non-school public property repair contracts and submit quarterly reports to the Legislature beginning June 1, 2011.

Aims to ensure fairness and equality in contract awards while promoting the lowest practicable price to minimize costs to taxpayers and property owners.
