Creates the Alabama Clean Water Task Force to study water treatment infrastructure and provide recommendations on public health, environmental protection, industrial and economic development, and project financing methods.

Task force consists of 26 members including two investment bankers, two civil engineers, four legislators, two economic development officers, two water facility operators (one large facility serving 400,000+ persons, one smaller facility), two at-large citizens, and representatives from ADECA, Department of Environmental Management, Alabama Utility Contractors Association, Alabama Rural Water Association, and Alabama Department of Public Health.

Members shall be appointed within 30 days of passage, with the first meeting held within 45 days directed by the Speaker of the House of Representatives; task force members receive no compensation.

Task force shall elect a chair and vice chair from its membership and provide a written report of findings and suggestions to the Speaker and Lieutenant Governor before dissolving.
