Creates the Alabama Task Force on Homeowners Associations composed of 12 members: 4 appointed by the Governor, 4 by the Lieutenant Governor, and 4 by the Speaker of the House

Membership must include representatives from homeowners associations, home financial lenders, state real estate agents, and state home builders/developers, with diversity reflecting the state's racial, gender, geographic, urban/rural, and economic composition

Task force chair shall be a legislator appointed by the Governor and shall study all facets of homeowners associations and possible related legislation

Task force must report findings, conclusions, and recommendations to the Speaker and Lieutenant Governor by January 1, 2012, then dissolve; however, task force shall continue supporting homeowners association legislation until January 1, 2013

Total expenditures shall not exceed $2,000, with non-legislative member compensation paid by their employers and legislative members receiving no additional compensation or per diem during legislative sessions
