Creates the Cooper Green and Health Care Service Interim Task Force in Jefferson County to study health care service adequacy and performance.

Task force composed of eight members appointed by the Alabama House of Representatives Jefferson County delegation chair, plus the Director of Cooper Green, Jefferson County Health Department administrator, President of the Jefferson County Commission, and County Commission Chair of the Health and Community Services Committee.

Task force chair shall be the representative from District 55 with the Director of Cooper Green Hospital serving as co-chair; task force must study earmarks, services rendered, and performance and compare with federally funded clinics in Mobile County.

Task force shall report findings, conclusions, and recommendations to the Legislature no later than the fifth legislative day of the 2012 Regular Session, at which point it dissolves.

Legislative members receive regular compensation, per diem, and travel expenses; non-legislative officials receive no compensation but may be reimbursed for expenses; total task force expenditures capped at $1,000.
