Adds six cathinone compounds to Alabama's Schedule I controlled substances list: 3,4-Methylenedioxymethcathinone (Methylone), 3,4-Methylenedioxypyrovalerone (MDPV), 4-Methylmethcathinone (Mephedrone), 4-Methoxymethcathinone, 3-Fluoromethcathinone, and 4-Fluoromethcathinone.

Makes the listed compounds subject to the same regulation and penalties as other controlled substances under Chapter 2, Title 20 of the Alabama Code of 1975.

Directs the State Board of Health to take appropriate steps to amend the controlled substances list in accordance with the act.

Exempts the bill from Amendment 621 constitutional requirements regarding local funding because it defines new crimes under existing law.

Becomes effective 10 days after passage and approval by the Governor, or upon otherwise becoming law.
