• Establishes at-will unclassified employment status for specified Jefferson County positions: county attorneys, chief financial officer, department and agency heads with their chief deputies, and unclassified executive service employees.

• Unclassified employees serve at the pleasure of their appointing authority, have no appeal rights to the Personnel Board, and have no property interest in their positions.

• Employees in classified service appointed to unclassified positions may return to their former classified job classification if terminated without cause, provided a vacant position exists.

• Compensation for unclassified employees requires approval by a majority of the county commission at a commission meeting.

• Unclassified employees remain eligible for county employee benefits including retirement benefits unless they voluntarily forfeit participation in writing.
