Authorizes arresting officers to issue an electronic uniform non-traffic citation and complaint (eUNTCC) as an alternative to traditional summons for non-traffic misdemeanor arrests under Rule 20, Appendix B of the Alabama Rules of Judicial Administration.

Defines eUNTCC as an electronically generated and printed ticket issued at the site of violation; only violations specified in Rule 20, Appendix B may be electronically transmitted to court.

Requires arrested persons to receive a hearing within 24 hours before a magistrate; when eUNTCC is issued, acceptance of the written copy constitutes written bond to appear without requiring a signature.

Exempts certain offenses from eUNTCC issuance, requiring immediate appearance before a magistrate: accidents causing injury or death, driving under the influence, and suspected felonies.

Establishes that officers violating this section are guilty of misconduct in office and subject to removal; makes willful failure to appear on bond a separate misdemeanor offense.
