• Sets 90-day deadline for completing internal investigations from complaint filing, extendable up to 150 days total for valid reasons including newly discovered evidence or mutual agreement.

• Requires agencies provide administrative hearing procedures to officers at least 7 days before hearings, and establish appeal processes that meet due process standards allowing representation by counsel, presentation of evidence, and cross-examination of witnesses.

• Mandates all law enforcement agencies distribute copies of approved investigation procedures to every officer employed by the agency.
