SB 195 Summary

• Amends Sections 39-2-2 and 41-16-50 of the Code of Alabama 1975 to require awarding authorities to provide secure electronic bidding options for public works and purchases, with certain exceptions.

• Requires awarding authorities (except the Building Commission and State Board of Education) to allow bidders to submit sealed bids electronically through a secure, interactive environment, with electronic signatures remaining viewable only until the bid opening date and time.

• Electronic bid submission is optional for bidders and applies to public works contracts exceeding $50,000 and personal property purchases exceeding $15,000.

• Exempts awarding authorities lacking high-speed Internet access or those making purchases under separate statutory provisions from the electronic bidding requirement.

• Becomes effective October 1, 2011.
