SB20 Summary

• Amends Section 11-45-8 of the Code of Alabama 1975 to allow municipalities to publish synopsis versions of certain ordinances instead of full text in newspapers.

• Permits synopsis publication for ordinances relating to planning, zoning, or business licensing if the synopsis includes: purpose and effect, affected property descriptions, business categories affected, passage and effective dates, and where full ordinance copies can be obtained.

• Requires ordinances published by posting to remain posted for at least 30 days and, if the municipality maintains a website, be included on the website for 30 days.

• Maintains requirement that franchise-granting ordinances be published at the expense of the party or parties receiving the franchise.

• Becomes effective on the first day of the third month following passage and Governor approval.
