Proposes a constitutional amendment to Alabama's Constitution of 1901 prohibiting any law or rule from compelling persons, employers, or health care providers to participate in any health care system, either directly or indirectly.

Allows persons and employers to pay directly for lawful health care services without being subject to penalties or fines, and permits health care providers to accept direct payment without penalties or fines.

Prohibits laws or rules from preventing the purchase or sale of health insurance in private health care systems.

Election on the proposed amendment scheduled for June 5, 2012, the date of the first primary election, with ballot to include "Yes" and "No" options for voter approval.

Amendment becomes valid upon approval by a majority of qualified electors voting in accordance with Sections 284, 285, and 287 of the Alabama Constitution of 1901.
