• Maintains existing penalties: Class A misdemeanor for first conviction and Class C felony for subsequent convictions.

• Exempts the bill from Amendment 621 constitutional requirements regarding local fund expenditures because it defines a new crime or amends an existing crime definition.

• Takes effect on the first day of the third month following passage and Governor approval.
