Amends Alabama Code Sections 12-15-115, 12-15-117, and 38-10-7 to clarify and expand juvenile court jurisdiction over civil proceedings including adoption, paternity/maternity establishment, support, visitation, and custody matters.

Provides that juvenile courts have jurisdiction over adoption proceedings when transferred from probate court, and generally have jurisdiction to establish, modify, or enforce support, visitation, or custody when paternity or maternity has been previously established.

Expands juvenile court authority to modify or enforce child and spousal support in cases brought under Title IV-D of the Social Security Act, including the Alabama Uniform Interstate Family Support Act.

Establishes that juvenile courts retain jurisdiction over individuals of any age to enforce or modify prior court orders, including those requiring payment of fines, court costs, restitution, or other money ordered by the juvenile court.

Clarifies that any court determining parentage or establishing, modifying, or enforcing support shall retain jurisdiction to enforce or modify prior orders unless otherwise provided by law; applies to all cases filed on or after the effective date.
