• Amends Alabama Code Sections 16-46-1 and 16-46-3 to clarify definitions of profit and nonprofit schools and their regulation under state licensure requirements.

• Defines profit schools as proprietary institutions operated for profit by owners or investors, excluding not-for-profit schools, religious organizations, or government entities.

• Defines nonprofit schools as those established by nonprofit charter or articles of incorporation with bylaws establishing nonprofit operation and recognized by tax law as nonprofit entities.

• Allows additional nonprofit schools to apply for exemption from licensure, including those offering courses not leading to associate or baccalaureate degrees and limited to religious ministry preparation.

• Takes effect on the first day of the third month following passage and approval by the Governor.
