• Expands the definition of "grandparent" under Alabama law to include great-grandparents in addition to grandparents.

• Adds a new condition allowing grandparents to petition for visitation when a parent has voluntarily or involuntarily relinquished legal custody or has financially abandoned the child.

• Creates a rebuttable presumption that parents with whom a child is living know what is in the child's best interests.

• Requires courts to consider whether a related parent has relinquished custody or financially abandoned the child as a factor when determining if visitation serves the child's best interests.

• Takes effect on the first day of the third month following passage and approval by the Governor.
