Amends existing Alabama law to add 11 newly named synthetic cannabinoid compounds to the list of prohibited substances, including JWH-018, JWH-073, JWH-007, JWH-015, JWH-019, JWH-200, JWH-250, JWH-398, CP 47,497, HU-210, and HU-211.

Creates a blanket prohibition on any unnamed chemical compound capable of exhibiting cannabinoid-like psychoactivity, expanding the law beyond specifically named substances.

Maintains existing criminal penalties for violations, including Class C felony for possession with Class A misdemeanor for first offense personal use.

Excludes the bill from Amendment 621 constitutional requirements regarding local expenditures by defining it as establishing a new crime under existing state law.

Becomes effective on the first day of the third month following passage and Governor approval.
