SB289 Summary

• Amends Section 32-9A-2 of the Code of Alabama 1975 to remove the requirement that commercial motor vehicle operators carry and produce their load securement certification for metal coils upon demand.

• Maintains operator certification requirements for proper load securement of metal coils under federal standards (49 C.F.R. §393.120), but operators are no longer required to physically carry the certification document in the vehicle.

• Motor carriers initiating or terminating metal coil transport in Alabama must still employ certified operators, with certification conducted according to Department of Public Safety standards.

• Establishes enforcement requirements that law enforcement officers must complete Commercial Vehicle Safety Alliance training before making arrests or issuing citations for commercial motor vehicle violations.

• Becomes effective immediately upon passage and approval by the Governor.
