Prohibits school bus drivers from using mobile telephones or associated technology (including cameras, email, music, internet, and games) while the school bus is in motion on public or private streets, highways, or vehicular areas.

Allows use of mobile phones and related technology only when the school bus is stationary and parked in a safe area off public roads, and permits emergency use to communicate during medical concerns, unsafe conditions, or safety threats.

Establishes violation as a Class C misdemeanor punishable by a fine of up to $500 and assessment of up to 2 points on the driver's license; failure to comply does not constitute negligence per se or contributory negligence in civil actions.

Public school bus drivers convicted of repeat offenses face suspension or revocation of their school bus driver certificate by the State Superintendent of Education.

Preempts local government authority to pass ordinances regulating mobile telephone use by school bus operators and becomes effective immediately upon passage and gubernatorial approval.
