• Amends existing law to direct $3 of each solicitor's fee from criminal cases originating in municipal court to the municipal court clerk instead of the circuit clerk.

• Establishes a new solicitor's fee in civil cases in circuit and district courts, with $3 from each case going to the circuit clerk and remaining fees distributed to the solicitor's fund or district attorney's fund.

• Solicitor's fees in civil cases equal the amount of docket fees or court costs assessed in civil cases and distributed to the Fair Trial Tax Fund.

• District attorneys may expend solicitor's fees for payment of expenses and legitimate law enforcement purposes.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
