• Adopts the "Agreement Among the States to Elect the President by National Popular Vote" interstate compact, allowing Alabama to join other states in this agreement.

• Requires each member state to conduct a statewide popular election for President and Vice President and have the chief election official determine the national popular vote total across all participating states.

• Directs member states to appoint presidential electors based on which presidential slate receives the largest national popular vote total, rather than the state's individual vote results.

• Agreement becomes effective when states cumulatively possessing a majority of electoral votes enact it in substantially the same form; member states may withdraw except within six months of a President's term end.

• Act takes effect on the first day of the third month following passage and gubernatorial approval.
