Establishes a solicitor's fee in all civil cases in Talladega County Circuit and District Courts, set at the same amount as the docket fee or court cost assessed in civil cases.

Distributes fees monthly with $5 from each case going to the Talladega County Circuit Clerk's office and the remainder to the solicitor's fund or district attorney's fund in the county where collected.

Allows the district attorney to expend solicitor's fees for payment of expenses incurred or any legitimate law enforcement purpose.

Allows the Circuit Clerk of Talladega County to expend their designated fee portion at their request for any lawful purpose.

Takes effect immediately upon passage and approval by the Governor or upon otherwise becoming law.
