Creates an additional circuit judgeship designated Circuit Judgeship Number 4 in the Thirty-seventh Judicial Circuit (Lee County).

Makes the judgeship conditional upon Lee County Commission adoption of a resolution providing funding for 12 months of compensation and benefits for the judge, judicial assistant, and bailiff or law clerk.

Requires the judgeship to be filled at the November 2012 general election or the next general election thereafter, contingent on preclearance under Section 5 of the Voting Rights Act of 1965.

First judge elected to Circuit Judgeship Number 4 shall serve a six-year term beginning the first Monday following the second Tuesday in January after the election.

Judge compensation shall follow Chapter 10A of Title 12, Code of Alabama 1975, with no salary supplement or expense allowance for judges first elected or appointed after October 1, 2001.
