University of South Alabama Board of Trustees members may participate in meetings via telephone conference, video conference, or similar communications equipment where all participants can hear each other simultaneously.

Participation through electronic communications shall count as physical presence for all purposes, provided a majority of a quorum must still be physically present at the noticed meeting location to conduct business.

Electronic communications use must comply with the Alabama Open Meetings Act and cannot be used outside these parameters.

Meeting notices must follow the Alabama Open Meetings Act procedures, and the public must be given opportunity to simultaneously listen to or observe meetings conducted via telephone or video conference.

The act becomes effective immediately upon passage and approval by the Governor.
