Amends Section 30-3-6.1 of the Code of Alabama 1975 to authorize courts to waive interest on delinquent child support payments when both parents agree in writing.

Allows a parent to petition for a rebate of interest if they have paid past due amounts and maintained current payments for 12 months, or completed a repayment agreement with 12 months of payments plus 12 months of current support.

Permits courts to reinstate waived interest upon a subsequent finding of contempt of court for failure to pay child support.

Applies retroactively to all child support orders entered before and after August 1, 2004.

Becomes effective on the first day of the third month following passage and approval by the Governor.
