SB 423 Summary

• Amends Section 41-16-72 of the Code of Alabama 1975 to exempt the Alabama Medicaid Agency from professional services procurement requirements for contracts with physicians, pharmacists, dentists, optometrists, opticians, nurses, and other health professionals serving only on agency task forces, boards, or committees.

• Maintains existing competitive procurement procedures for all other professional services contracted by state agencies, including attorneys, architects, engineers, and other professionals.

• Allows the Medicaid Agency to directly engage health professionals for advisory and committee roles without following the standard qualification-based selection process.

• Became effective immediately upon passage and approval by the Governor, passing the Senate on May 25, 2011 with 25 votes in favor, 0 opposed, and 1 abstention.
