SB429 Summary

• Authorizes parents named on a fetal death report filed on or after January 1, 2007 to request a Certificate of Birth Resulting in Stillbirth from the State Registrar, effective January 1, 2012.

• Defines stillbirth as an unintended intrauterine fetal death after a gestational age of not less than 20 completed weeks.

• Requires the person filing the fetal death report to advise parents that the certificate is optional, how to request it, and how to contact the State Office of Vital Statistics, with a required fee matching other vital record fees.

• Certificate must include the date and county of stillbirth, child's name (which may be added by parent request if not originally provided), corresponding fetal death file number, and statement that it is "not proof of live birth."

• State Board of Health may adopt rules to implement and administer the certificate program, with the act becoming effective on the first day of the third month following passage and gubernatorial approval.
