SB43 Summary

• Amends Section 16-13-234 of the Code of Alabama 1975 to authorize local boards of education to use Public School Fund monies for debt payments related to public school facilities and for insuring public school facilities.

• Expands permissible uses of capital outlay funds from the Public School Fund to explicitly include debt payments and insurance costs for school facilities, in addition to planning, construction, repair, and renovation of facilities.

• Maintains existing provisions for hold harmless allowances (ensuring no board receives less per-pupil funding than in fiscal year 1994-95) and requires local boards to develop comprehensive, long-range capital plans to receive funds.

• Becomes effective immediately upon passage and approval by the Governor.
