Amends Section 13A-5-40 of the Code of Alabama 1975 to add murder of a person with a protection order issued against the defendant as a capital offense.

Adds new subsection (19) to the list of capital offenses: "Murder by the defendant when the victim had a protection order issued against the defendant."

Bill is excluded from Amendment 621 constitutional requirements regarding local expenditures because it defines a new crime or amends the definition of an existing crime.

Becomes effective on the first day of the third month following passage and approval by the Governor, or its otherwise becoming law.
